Three things cover almost every refusal at the entrance of a New Zealand casino.
The age is 20, not 18
New Zealand sets the casino entry age above the general age of majority. It is a licence condition of the venue, not a house preference, and it is checked every single time.
Physical identification only
A New Zealand driver licence, Kiwi Access card or passport. Photographs of documents are not accepted, and neither are expired ones.
Dress
Smart casual is the floor standard: closed shoes, no beachwear, no work boots, no visible team colours. Christchurch enforces most firmly; Queenstown is the most relaxed. A collar solves the doubt.
Phones and photography
Fine in public areas, not at the tables. Photography is not permitted on the gaming floor at any of the four.
Setting limits, or stopping
